The Ministry of Economic Affairs and Employment of Finland is asking for comments on the legislation proposal that will be used to enact the EU Renewable Energy Directive (RED II) relating to the promotion of renewable energy in the transport sector.

The purpose of the legislation is to promote the use of renewable fuels and replace the use of petrol, diesel oil and natural gas in traffic. New obligations and limits included in the renewable fuel distribution obligation legislation will ensure compliance with RED II renewable energy requirements for the transport sector.

The proposed legislation includes the following obligations that are especially important to BioEnergo:

  • Fuel distributors are obligated to supply 30 percent of renewable fuel in 2030 and onwards (distribution obligation)
  • Fuel distributors are obligated to supply 10 percent of renewable fuel in 2030 and onwards in biofuels or biogas produced from the feedstock listed in Part A or renewable liquid or gaseous fuels from non-biological origin (further obligation)
  • the contribution of advanced biofuels and biogas produced from the feedstock listed in Part A as a share of final consumption of energy in the transport sector shall be at least 3,5 % in 2030 and onwards (part A minimum).

The Ministry of Economic Affairs and Employment of Finland is requesting comments on the proposed legislation via lausuntopalvelu.fi-service at the latest on 5.2.2021.

The draft legislation proposes that laws are enacted on 30 June 2021 and that the addition of biogas in the distribution obligation would come into effect as at 1 January 2022.

BioEnergo reduces traffic carbon emissions. BioEnergo is in the process of building an advanced second-generation biofuel refinery in Pori, Kaanaa Industrial Park, Finland. BioEnergo’s products will help our customers meet their regulatory biofuel distribution mandates and help corporates reduce their carbon footprints. The biorefinery will use certified forest industry side stream sawdust and chips as feedstock to produce an estimated 60 000 m3 of advanced 2G bioethanol (for passenger cars), 130 000 MWh of 2G liquid biogas (for heavy duty vehicles), 73 000 tons of lignin (for low-CO2 asphalt, roofing felt and concrete) and 44 000 tons of CO2 (for industry/circular economy). At full production BioEnergo will employ directly and indirectly up to 250 people.
